On January 28, 2007 James Langford presented a summary view of where he was at with developing a site plan for the site on FM 158. Program of Requirements

The draft Program of Requirements (POR) outlines the facility requirements for Bethel Lutheran Church for the next 30+ years. It is the result of several months of investigation and work by the Building Committee in consultation with the congregation in open forums, and provides a basis for developing Bethel's new property on Hwy 158. As the years pass and our space needs evolve, changes will undoubtedly be made to these facility requirements, but it is a starting point. The final approved version is here as well
